We always book our cars with AutoEurope.com
You can check for their offerings online
Rent from a well known agency - Hertz, Europcar, Sixt, Avis
Choose No deductible, full insurance

You do not want or need a car while staying IN Florence
All drivers must have an IDP- required by law
Do your homework on driving in Italy -ZTLs, parking, speed cameras, etc

There are dozens of threads here discussing car rental in Florence, a search will bring them up

Extremely comprehensive response from Christine. I agree with all of it.

If you are picking up and dropping off in the same place you can choose any company there.

If you are dropping off somewhere smaller you will be limited to the companies in that town. Orvieto has only Hertz for example. So in that case I would look and see what companies are in your drop off location and work backwards.

Add at least 25% to Google estimates for rural Tuscan travel.

Have a great trip, rural Tuscany is as beautiful as advertised,

Christine gave the advice you need.

You don't need (or want) a car while you stay in Florence. So for the time strictly necessary to visit the city, don't have a car. If you want to visit rural Tuscany, then you might want to rent a car at the end of your Florence visit and find accommodations elsewhere in rural Tuscany.

But if you want to stay 10-15 days in Florence and keep Florence as a base for your day trips by car, then still rent a car after you are done seeing Florence, but most importantly make sure your accommodations are outside the Zona Traffico Limitato (ZTL), which encompasses the entire historical center. Only residents with permit are allowed to drive the car inside a ZTL. Also see if you can find accommodations with parking or garage availability, because even just outside the ZTL finding street parking is a challenge in Florence. But as I said, the best solution to your plan, IMO, would be to have accommodations in the city center without a car for the days strictly used to see Florence and maybe some destinations which are best visited by train (like Pisa, Lucca). Then when you are done, head out of the city with a rental car, to accommodations outside of the city (anywhere in Tuscany where you are interested to go)

There were a lot of bad reviews for all the rental places at the Florence airport, but we had a good experience with renting from Sixt there. The people were nice and things were quick and easy (although it was shoulder season so maybe not as busy as summer).
