Can someone recommend a good B & B or hotel in Siracusa. My husband and I will have a car and would like to be close to the ocean. Is it possible to get a room for about $125.00 to $150.00 per night? We will arrive September 17 and depart September 20.

First, there is no ocean, but you can get close enough to the sea. My favorite B&B is B&B via della Giudecca in Ortigia. Not seafront, but near the Duomo and in the heart of the centro storico.
I stayed at Domus Mariae Benessere, also in the historic center (Ortigia). The only thing between it and the sea was a very small city parking lot (get a parking permit from the hotel). The buffet breakfast was more than ample and there were nice views from the rooftop. Some of the rooms may even face the sea.

Of course, it's Sicily. Granted Siracusa is very touristy, but you should be able to if you book early enough (which means now because B & Bs are small and they fill up fast).
B & B Porta Marina (http://www.portamarinaortigia.it/) - you can get a sea view on an upper floor. Only thing to keep in mind is is a mom and pop property with stairs (no elevator that I recall) but in a great location.
There are tons of other options on www.booking.com, just have a look and narrow choices by your price range.
Perhaps you could consider a city near Siracusa closest to the ocean, but cheaper than Ortigia? I Stayed in Avola, that is more or less half way between Siracusa and Noto, and really enjoyed it. I stayed in a private home so cannot advice about a B&B.
My place had an elevator, though I think you had to walk up one flight of stairs for the rooftop views. Ortigia is the best place to stay.
I spent two nights at La Corte degli Angelo in mid May. Less expensive than you're looking for but very nice. Good, central location in Ortygia. Room included a stocked refrigerator. www.lacortedegliangeli.com
