We will be in port for one day on a cruise in July and have done the Rome thing before. Can you rent a scooter in Civitavecchia close to the port? Are there good beaches close by?

There are a number of beaches up and down the area including in Civit... Best bet is go south. For the Vespa rental you will need your NC license with a motorcycle endorsement and the International Driver Permit. There is a rental shop north of the port entrance more in the downtown area.
