Is there something special about ATMs in Rome ... "special" as in hard to find one that takes a Plus System (BofA) debit card? We tried 4 machines today (3 different banks) and none worked. We had no problems in Istanbul. It is late on a Friday - could the machines be out of bills? The message on two machines was about a "technical" problem.
Nothing special about Rome ATMs. Could be a technical problem with the network if a variety of machines are down.
Another possibility is that your own bank has "locked out" your card for some reason.
Did you possibly withdraw money earlier in the day & hit your daily withdrawal limit?
Try one that's in front of an actual bank. Those tend to be restocked more often.
You need to check to see if the ATM will accept a Plus card--look, I know lots of folks here claim you can use your card on any machine, however, carrying a Visa with a Plus from a credit union, you have to look for the sign.
I know the ATM on the right hand side of the street that leads from the Vatican will take your card.
Had the same problem finding Plus System-friendly ATMs in Rome last week. Handiest ATM was the Monte dei Paschi di Siena ATM on Piazza Rotunda near the left front of the Pantheon portico. Any BNL/BNP Paribas ATM also worked. I was able to use UniCredit Banca di Roma ATMs in other cities, but they didn't cooperate in Rome. Hope this helps.

For some of the specific points: No, we had not done any transactions earlier -- none since leaving Istanbul on Wed. -- and we do not believe the bank had locked us out (e.g., any fraud flags). One of the banks was something that appeared to be a "main" bank of Rome, near Capitol. I started looking for the Plus symbol (and found it on the first couple of machines) but after that tried any old machine, just to see. Also tried lower amounts (down to 150e, with our limit $300). I did try one BNP Paribas since that is the Global Alliance partner in France for BofA but still no go. This is a Bank of America debit card (drawing on our checking account) and not a credit union.

Hmm I'm not sure what the glitch is in Rome. I would suggest calling BofA to clear things up. I was in Rome last week and I used my BofA debit card at any atm. Enjoy Rome!!!!
keri, as of a few years ago the BofA partner banks in Italy were Banca Antoniana and DeutscheBank. I was successful getting a large amount of cash from the former.
Since you have tried several times in a row and at different banks, your bank has likely locked you out and now you need to call their security department to get it unlocked. They will also do this on high dollar purchases and gas purchases.
We too thought the bank might have blocked our card but a day later, success (at Intesa Sanpaolo, which shows a Plus system affiliation). We had this happen years ago, in Paris, where our card did not work for the first 24 hrs. It seemed like the system needed to run some overnight 'batch' job to get our data into their system. Since Sat. (which was 24 hrs. after our first interaction with an ATM), we have had no problems with the various ATMs in Rome, including ones that had not previously worked. We were not looking forward to calling the bank since that requires a landline ... yet another challenge of travel ,-)
Glad it all worked out for you. Don't let the possibility of having to call be a problem. We had an issue a couple of years ago that required calling our credit union from Florence. Thank goodness they are open 24/7 so didn't have to worry about the time difference. Just went into a tobacco shop, purchased a phone card and used the phone in our room at the BnB. No problem.
