Are there ATM's in Rome's Airport (FCO)? And are the exchange rates the same as in Rome?

Sure, there is one in the luggage area for international arrivals and some more scattered through the facility. There is one at the FCO train terminal.
Rates are set by the network, basically Visa and Mastercard, so the rates at ATM's are all the same at that moment.
