This may seem lik a foolish question, seeing how ubiquitous they are, but does anyone know if ATM's are available in smaller towns such as Volterra, Orvieto & Assisi (not that they all are small towns), as well as other Tuscany/Umbria locales?

Yes. Go to Google, type "bancomat" and the name of the town and hit enter. I saw several in each of the 3 towns you asked about. It will even show you where they are on the map. Bancomat is Italian for ATM. Happy travels.

Remember that the locals rely on ATMs as well. There will be at least one in every village unless it's really, really, really tiny.
