Article Re Venice "Tourist Tax"

Here's a link to an interesting article about Venice "Tourist Tax". Unfortunately it gives no details about how it will impact those who stay overnight. Reading the article just led to other questions that were not answered. Just posting this for information. This was also noted in the Spring, along with the plan to move Venice cruise port to the mainland. There is already a tourist accommodation tax levied on AirBnb type lodgings. Not sure how they plan to collect from day trippers, but I expect they will just have cruise ships add it to overall costing and collect from the ships.
Wheels grind slowly in Venice. I'll be there in May. I don't expect any difference to the status quo.

They postponed the implementation for the 3rd time (now to July1, 2020).
Since they don’t know yet how to do it, expect more delays still.
