Arriving in Rome on a major holiday

We are planning a trip to Tuscany.
Landing in Rome. Hiring a driver to take us to Chiusi to rent a car (my friend does not want to drive out of Rome after an overnighter on a plane). Then driving to Montepulciano for our stay.
My concern is landing on a holiday, April 25th.
Will anything be open?
What are our alternatives

April 25 is a holiday but not a “major” holiday like Christmas, Easter, or Ferragosto, that is, things (restaurants, sites) will be open, especially for tourists. In residential neighborhoods of big cities the small shops, farmacie, and even some grocery stores will close, but that should not have an impact on you as long as the car rental agency is open.

A private driver will be costly. You can take trains to Chiusi easily enough.

Good idea to rent at the airport. Not bad to drive around Rome on the freeway and will be much easier and less expensive to have the car right from when you arrive.

Is this 2020? The 25th is a Saturday, and Hertz in Chiusi [preferred being a half-block from the station] is open only from 9:30 to 12:30. Same with Avis and Europcar [to 1PM]. Of course you may have a very early arrival.

There is the secondary problem of possibly being impaired after the overnight flight. If so, why not stay overnight in the seaside town of Fiumicino [assuming it's FCO] and drive up first thing in the AM [2.5 hours]:

Suggest some further thought on this aspect.

If you arrive Rome around 10AM local time, your body clock still thinks its 4AM, and you plan to drive 3 hrs to your destination. Does this sound like a good plan ?
