I will be arriving at FCO on United Airlines from the U.S. with carry on luggage and will then take an Alitalia flight to Bari Italy. If I have carry on luggage that meets Alitalia requirements can I go thru passport control via the connecting flights line with my Alitalia boarding pass and then go airside to the Alitalia gates without having to go landside and check in at departing flights?

yes as long as you have a boarding pass; that is the whole point of online checkin.

Arriving in Rome from the US is nothing like arriving in the US from Rome. Unless you wander outside the secure area, you & your carry on luggage should be good to go to depart your UA flight and head toward the gate of your Alitalia flight. You do have to go through passport control, but I think that's the only stop between point A and point B.
