We can see that each town has a few lodging sites, but does anyone know if the towns above are open enough to have restaurants available?

Of course. They are towns where actual humans live year round, they are not theme parks that close for the season. Monopoli is not even that small.
Always believe Roberto, but if you want more confirmation, March 27th to April 8th 2028 (the dates of our most recent trip to Puglia) every town and city we visited had all their restaurants open. We often needed reservations for lunch.
If you did a little research online, you would have found that all those places are substantial towns with 15,000-45,000 residents, plus double that in tourist season. If you use the rule of thumb 1 restaurant for each 500 people, you'd get 30-90 restaurants these towns, plus multiple hundreds of lodging accommodations (more than "a few").
The days and hours each restaurant is open is subject to change. How about opening Google maps, zoom in and look for restaurants...most are shown on the map. Click on their name and you might find out their hours.
BTW, "Polignana" is actually "Polignano a mare."
