Has anyone used an app or website to alert drivers off weather or road closures? I have some weather apps, but they don’t specifically mention driving conditions.

I used a Michelin app in France that has road closure features. Not sure about weather. And, it was over 10 years ago.
I use GoogleMaps and Waze in Italy (most Italians use Waze).
They alert you of road and lane closures, road work, stalled vehicles, obstacles on the road, the ubiquitous hidden speed cameras and street light cameras, and police road checks (also frequent in Italy).
Waze is more detailed than GoogleMaps, in spite of being part of the same company (Alphabet). GoogleMaps warnings are active only during navigation when you set up your navigation (set destination and press start). You can set both Waze and GoogleMaps simultaneously and get both warnings.
I don't think they alert you of weather, unless there is a road closure as a result of weather conditions.
Waze will do the job because of its strong community reports on traffic, accidents, roadblocks and speed cameras. It excels at real-time rerouting, making it very popular.
If you happen to be driving through an area without coverage at certain times, you obviously won’t receive these updates, but the route is stored in temporary memory so you can continue navigating as usual. As soon as you regain coverage, the updates will resume.
