If we start in Rome, what is the best location to go to Pompeii and Herculaneum?
From Napoli, from Sorrento? I'm trying to determine the best order of travel

It might help to tell us how many days you have to do this, and what time of year?
Are you planning to just day-trip the Amalfi Coast from Naples or Sorrento?
It looks like you've been to Naples and Sorrento back in 2016 or so?

Herculaneum is much closer to Naples than to Sorrento.
Pompeii is farther along the Circumvesuviana rail line but is still, timewise, closer to Naples than to Sorrento.
If costs matter, note that hotel rates are likely to be significantly lower in Naples.
