Alternative to Capital One 360 Debit Card?

Just discovered that Capital One 360 is switching from Mastercard to Discover (tried to get a replacement for a damaged card). We have had this card for ages - no foreign transaction fees, no ATM fees, interest, no additional accounts required. When I explained to the rep that Discover is rarely accepted in Europe, and I would now need to close my "travel account", she was not interested.

i know Schwab has a good one, but we do not have a Schwab investor account, don't want one.
My local bank does not have ATM privileges in Europe.

Thanks in advance!

I never use my debit card to charge on foreign travel. There is much better fraud protection using a credit card.

I'm just making the switch from debit to credit for fraud protection too :)

If you go down the credit card route, Capital One has the venture ones! Or is that they are going to ALL discover?

If you JUST want a travel account, Wise has been discussed about having a good no fee and good currency conversion rates!

Good to know. I use my CapitalOne 360 for ATM withdrawals in Europe.

I use a CC for most transactions, but as Jeff says, need a debit for ATM cash.

Joan, while you would need to open a Schwab Investor Account to get the associated debit card, you do not need to fund the Investor Account. You can leave that account completely empty.

As has been said, you only need to open a Schwab investment account — you don’t need to fund it. The investment account will sit there with zero dollars. This will allow you to open a checking account that gives you an ATM card. No fees and they will automatically reimburse you any fees charged by the bank/ATM that you used to withdraw cash. I’ve had this account/ATM card for a very long time and am a very happy customer.

With Schwab, you can easily send money to the noted account via a mobile phone. Just take a picture of a check using the friendly application and send it electronically. Done.

This thread about debit cards started three weeks ago may help you. https://community.ricksteves.com/travel-forum/budget-tips/debit-cards
I use Fidelity ATM and Credit Card, no foreign transaction fees and ATM fees for the debit card are reimbursed. For security I set up a small money manage account for this debit card.
Since your local bank doesn’t provide foreign
ATM services, does your brokerage account provide them?

We just came back from a 10 day international trip. We used our Capital One Venture Card, no problem. We use Discover in the U.S. For ATMs we used our bank's Mastercard debit card. No issues.

We use a credit union debit card. First six withdraws/month are free and a dollar per withdraw after the six till it resets for next month. Our back up debit card is the local bank with some fees but rarely have had to use the back up card. For a severe emergency we have pin numbers for all our credit cards (3). I am not sure what you mean by ATM privileges in Europa. Never heard of that and I am sure it is a misunderstanding as any debit card that is tied to either the PLUS or CIRRUS networks would work in Europe.

As others have indicated, the Schwab card works well, plus reimburses ATM fees. Other brokerage houses offer similar, Fidelity for example, but others as well.

Another option might be to look at UNFCU (United Nations Federal Credit Union). Takes a few steps to qualify and open an account, but from them, you could get a credit card that not only has a PIN for purchases and 3DS for online transactions, but is PIN priority, as well as a separate debit card.

I opened a checking account with Betterment to have access to another debit card with no transactions fees. Used it in Paris last month (Sept 2025) three times with no issues. I only deposited a few hundred dollars in the account to cover ATM withdrawals.

I have the Schwab debit card and the Capital One. I checked where I use my debit card and from what I've read the banks that I use it at in Modena, Bologna, Florence.... will accept the Discover debit card. I will know for sure when I return in January.
