There are four of us and arriving at FCO in Italy and need to get to a Hotel near Plaka area. Is a Cab the best option?
We will also need transportation from the Marina Zea Port to the Airport, Cab? This will be in September.

Do you know where you are going? The only Plaka area I am familiar with is in Athens. And the same for the Zea Port. That is a couple thousand miles from FCO in Italy. So where are you really flying into and where do you really want to go? Maybe you should look at a map of Europe.

Plaka area is in Athens, in Greece
FCO is the code of the Rome airport, in Italy.
You can certainly take a cab between the two, but it will take you a couple of days and several thousand euro in taxi fare.
Marina Zea is near the Piraeus port, also in Greece.
From there to the Athens airport a cab is certainly a good option. Not so much if you need to get back to FCO.

Are you flying into Rome then transferring to a flight to Athens? Then you want transportation from the Athens airport to your hotel?
Or are you flying into Rome then taking a cruise to Athens?
