Where does one find affordable clothing & shoes in cities such as Florence, Rome, Venice? Are there such things as consignment/second-hand clothing stores that offer designer fashions for less-than-designer prices?

If you are coming over here soon, the summer sales are going on at the moment! ("Saldi! Saldi! Saldi!", the windows say.) The sales start in July and then taper off throughout August, usually ending around the middle of the month.
There is a designer outlet in Noventa Di Piave near Venice as well.
Second-hand stores aren't as common as in the states, but there is a chain called Mercatopoli all over Italy.

On Samantha Brown's "Passport to Europe" (sorry Rick, I've got to get my travel fixes where I can!)she featured a really nice second-hand shop in Milan. If I remember correctly, it was on a side street in the main fashion district. You might try her site on travelchannel.com (again, sorry Rick!)
