I am from the Caribbean and use our local carrier. My fam and I mainly use whatsapp for communicating. Once there is WIFI availabilty, I should be fine correct ? Should I purchase a European SIM when I arrive and a 2 week plan, so that in the event of an emergency I can make an international call? Help !

Yes, as long as you have Wi-Fi access, you will be fine for the duration of time you
have the connection. You can do things like download maps ahead of time as
well.
Your local carrier may/should have some type of roaming arrangement with
international cell companies, and that is worth checking into before a trip.
Depending on the type of phone you have, you may be able to purchase an eSIM
card, and perhaps use dual SIM's so you still have your local phone #. If you purchase
a physical SIM and don't have the dual SIM capability, you will lose access to your home
number while the European SIM is in your phone.
