Is the cost of a taxi in Florence and Rome per person or per taxi. I've been reading about 25 euros from the airport. Is the bus an ok option from the airport?

My wife and I have taken the taxi from the Florence airport to our hotel just across the Arno (Hilton). The fare was 20Euros plus 1Euro per bag in the trunk. They are permitted to charge extra for luggage there. The fare is per taxi and not per person. There is also the Volain Bus that goes from the airport to the SITA bus terminal near the main train station. The fare is 6Euro. But, you may need to take a taxi from the bus station to your hotel. In Rome, the fare from the city to the airport is fixed by law. It used to be 40E but it may be slightly higher now. You would also take the Leonardo Express from Rome Termini to Terminal 3 at the airport. Fare is 14E per person.
