We are going to Italy on December 27 - January 7 and would like to spend about 6 days in Puglia. I'm hoping the weather won't be awful. Is this area worth visiting at that time of year? Thank you.

With highs of 57 and lows near 44. the beaches will not be a draw at that time of year and will seem like ghost towns. If you do go, you’ll want to stay in a major city such as Lecce or Bari, both of which have train connections to Polignano a Mare, Monopoli, Ostuni and other towns.

Yes. Most towns of interest to travelers have train stations. This is rural Italy, though, and sometimes the fastest way without to get between towns without a car is the public bus.
