Can't you just put the small amount in your luggage and say nothing? I know I would.

I did a Google search for "Italy & Cremains" and found the link below detailing how to ship cremains to Italy legally. I'm not sure I'd go to this length though if I was interested in scattering only some of the remains. I'd likely put the ashes in a small container and simply carry them in.
My children's father recently died and one son wants to take some of the cremains to Cabo San Lucas and scatter in the ocean. His dad was an avid lover of deep sea fishing. He researched and decided to simply carry the ashes in unmarked.

Transporting human remains is highly regulated. I wouldn't try it without following the rules, you could get yourself in trouble.
