I don't know if I did or didn't do what is stated. Papers were mailed to me 10 months after my trip. No website to payonline.....I was charged a fee from Avis. The tickets were NOT on my car. Do I pay these or ignore, and do I try to send money by bank wire as I don't know what to do...........

You don't get anything on the windscreen. It will be enforced electronically by camera.
The fee(s) from Avis was to provide your details to the police, upon their request after capturing you on the camera doing something you shouldn't have.
Are you sure these are for parking? Much more likely they were fro violating a ZTL - an area of town that you are not allowed to drive in. 3 makes sense if you did that repeatedly or went in and out of the ZTL 3 times, such as searching for somewhere.
10 months is faster than many.

The timing is about right for the infamous Italian camera traffic tickets. The car and license plate should be id on the ticket. Double check to make sure that is accurate. Second, does the tickets day and time kind of line up to where you were.
