Can you give us your budget & the time of you year you will be in Rome rather than the number of stars? The Hotel Del Senato is great hotel but if have the $$$ a stay the Hotel de Russie is fantastic.

check out the best western hotel cnada rome, very nice great breakfast bufffet and 5 min walk to termini. also a safe area. good luck :):)

Residenza Cellini is wonderful. It is near the train station.

Hotel Villa Mangili in the Villa Borghese area. www.hotelvillamangili.it. Beautiful small boutique hotel in a former villa, 12 rooms all the amenities and amazing breakfast. We loved it and can't wait to return.
