Will we need this if we are in Venice in late December or is that only an issue during summer when it's warmer??
The bugs have frozen to death by December. Well, the kind you're worried about anyway. Dress in layers and wear a warm hat. What fun, Venice at Christmas time. Ahhhhhhhhh

maybe no bugs but prepare for floods. It is now flooded up to a persons calves. An be aware of hygiene.
I know, we have been watching this and are hoping that the floods go down. We will need to decide soon if we are gong to skip that part of the trip. Hopefully not, but time will tell.
The current Venice flooding is an anomaly. The last time it was this bad was 22 years ago. I just checked on "Corriere della Sera", an Italian news site, and the water is down to just a few inches in St. Mark's square.
You should be fine.
Even in October, ranging from Rome to Umbria to Cinque Terre to Venice to Milan we didn't need to use the bug spray we had packed. Doubt there will be a problem this late in the year.
