We are planning a 3 week European adventure, 1 week France, 1 week, Italy, 1 week Germany

Oct 9 arrive in Rome from Paris flight 830am for 4 nights in Rome
10 Rome Sightsee
11 Rome visit Vatican and church related
12 Rome day trip to Pompeii
13 Florence/Tuscany area Florence Museums
14 Florence/Tuscany area Pisa
15 Florence/Tuscany area Vinyards, wineries, ect
16 Flight to Munich 1225pm

We are looking for ideas or suggestions for these Italy ideas. We can rearrange, but date October 9-16th is fixed
We are thinking about a rental car for 3 days to see Florence/Tuscany area.
Would it be better to see Florence area 1st ?

Oct 15 would be easier by car. Car is not needed for city of Florence, and Oct 14 could combine Pisa and Lucca (which deserves more time than Pisa) via public transportation. Be very, very careful with a car in Florence. It is very easy to drive into a ZTL, which you will not be permitted to be in, and later receive very costly traffic tickets.

If your flight to Munich is from Rome, I'd suggest visiting Florence before Rome.

If this is your fist visit, there is a tour from Firenze to two or three Tuscan towns, plus a winery visit and lunch. You would not need a car for that day. Otherwise, trains and buses will get you everywhere on your list.

With such limited time I wouldn't be renting a car. Getting yourself organised with a car, navigating and parking quickly eats in to your time. Stick to places easily reached by bus/train, such as Pisa, Lucca, Siena from Florence. Similarly, Pompeii from Rome is a long day travelling.
