Check out Ristorante Terme di Diocleziano, Via del Viminale 3/A. Not far from Termini. We've eaten there both on an RS tour, and on our own. When we went on our own we were seated at an upstairs outdoor terrace - don't know if it was rooftop or not, but it wasn't ground level.
The food was quite good, too, as I recall. And probably not too expensive, but that was a long time ago. 2011? We were in Rome last year, but didn't make it back to this restaurant, although some of our tour mates did go there with the guide, and enjoyed it. We did try to go there a few years ago when we were in Rome, but the restaurant was closed the night we tried to go.
Not cheap but Hotel Raphael’s roof top dining establishment, Matre Terra was a great find. Organic Vegetarian meals.
