Some restaurants will have their own websites with a link to whatever rez service they use.
You can call them, and hope who ever answers, understands English, restaurants can be 50:50 when it comes to English.
If there's a place you're interested in, have the front desk of your hotel call them to place the rez.
Otherwise, first thing I do is go directly to that restaurant upon arriving in whatever town, and make a rez in-person.
There are a few but many use other apps. Sometimes if you pull up a restaurant on Google Maps there will be an option to reserve online. Is there an area of Rome you'd like a recommendation for?
When I was in Rome last June, I made some of my reservations through the Fork: https://www.thefork.com/. You can download the app on the Apple or Google app stores. OpenTable also has some listings. Many of the smaller, local places are not on the apps, but you can contact them directly for reservations.
All of the above. And we used Quandoo for several restaurants https://www.quandoo.it/en. Works much like Open Table.

zcorsair, I am planning to book dinners near Pantheon, Vatican City, and in Trastevere. Would appreciate any recommendations: we are family of 4 with kids 16 and 12 y.o.
http://www.armandoalpantheon.it/ Steps from the Pantheon. Really excellent food, not budget. We dined there last month. You can book through the website. They take a credit card which they only use if you no-show without cancelling-25 Euros PP.

The two restaurants I would recommend are Enoteca Corsi: a five minute walk from the Pantheon. Open for lunch and dinner, the food is rustic Italian with a great wine selection.
In Trastevere, you have to take your kids to Suppli Roma. They not only have great Pizza by the slice, but fantastic Suppli (Rome’s version of arancin): https://www.suppliroma.it/. We went Saturday night and our college aged girls wanted to go back on Sunday, but alas they were closed. Super casual street food and incredibly delicious.
Are you staying at a hotel? We asked our hotel to make reservations for us at the restaurants we were interested in and never had any issues. For a couple of nights, we just popped into restaurants early in the evening with success. Although we were dining far earlier than an Italian would have.
I booked Armando al Pantheon on their website and also Roscioli Salumeria on their website. Roscioli was probably my favorite with Armando at a close 2nd. Such amazing and authentic food.

We were just in Rome and our friends who were born and raised in Rome recommended Tonnarello. It is across the river, near Museo di Roma in Trastevere. We loved it! Wait staff was a lot of fun, food was fantastic and the atmosphere was great. We were with our daughters, 16 and 17, and they enjoyed it as well. And after dinner there is a ton of things to do and see.
