Rental car logistics for ROme

We are traveling to Italy in August - flying into FCO, renting a car to drive to Tuscany. We'll stay in Tuscany a week and drive back to Rome, return the car, visit Rome a few days and then fly out of FCO.

What is the best option for car rental convenience / cost? Rent and return at FCO?
I've heard the travel from FCO into the city after dropping off the car may be expensive.

Drop it off at one of the rental offices near Tiburtina station. You’ll be in the City and won’t have to pay for the half hour train ride on the Leonardo Express. It’s quite close to the highway exit so driving inRome is kept to a minimum. Easier.

Pickup you rental car and take your drive up to Tuscany. Many of those going into Rome for a few days drop their rental cars in Hertz in Orvieto. Their office is across the parking lot from the Orvieto train station and a 70 minute ride into Rome Termini. We also enjoyed spending the night in Orvieto, a great hilltown.
It worked out great.
