You'll probably get more responses if you provide a per-night budget in euros. We also need to know how many people will be staying in the room.

Stayed at Hotel Torcolo several years ago and would do so again. Good location near Piazza Bra and within walking distance of the Roman Coliseum, Roman theater, Ponte Scaligero, Basilica San Zeno, the Dante statue, Piazza Erbe, Della Scala tombs, and Castelvecchio. Avoid the fake "Juliet's Balcony and "Tomb" -- just touristy come-ons. The train station is only a short taxi ride from the hotel, but it is easily walkable. There are many restaurants between Piazza Bra and Piazza Erbe, but do examine menus carefully because donkey and horse meat are frequently listed.

Four years ago we stayed at Hotel Armando in the historic center, about a 5-10 min walk to the ampitheater. We had a triple room and breakfast, there was a lift/elevator and breakfast was included. We were satisfied with the choice.

Hi, you will need to check current prices because I was there during the opera season both times, and that does affect the cost.

Hotel Bologna - very close to the Roman Arena, off of Piazza Bra

Hotel Aurora - located on Piazza Erbe

The old center is not huge, so anything in that area will be handy to restaurants and the attractions. I stayed in Hotel Bologna (which was very nice) because I was traveling solo during that trip and wanted to be close to the arena for the opera at night.

I neglected to ask your travel dates. That can really affect hotel rates. You can check things out on booking.com.

We stayed at the Hotel Milano and Spa in November and liked it. The rooms weren't huge, but they were comfortable, the locations was great, and breakfast was included. The hotel is just around the corner from the arena in one direction and the main shopping street in the other. It was easy to walk everywhere from there.

I think we paid 208 Euros including tax for 2 nights (but keep in mind it was off season).

We stayed at the Grand Hotel Des Arts in Verona in 2018. Absolutely beautiful grounds (lots of art work) and very comfortable/clean. Not sure when you are going but rates in April are within your limit. It was walkable from the train station, to the old city, the greenbelt, and restaurants.
