Where is the best place to stay per Rick Steves recommendation

If you can afford it, the easiest place to stay before a flight is the Rome Airport Hilton. This is the only hotel actually connected to the airport. If your flight leaves from Terminals 1, 2, or 3, it's about a 10 minute walk; if you are leaving from Terminal 5, the hotel has a free shuttle bus. Note that the Hilton Garden Inn Rome Airport is not the same, and does require a shuttle bus to all terminals (but is cheaper).

Look into staying in Rome itself. A taxi from the center to the airport has a fixed rate (€48 last I checked), and no tipping is needed beyond this. Furthermore, at an early hour, it only takes 35 minutes or so from the center to the airport in a taxi - which just as fast as waiting for a shuttle bus. Particularly if you're already in Rome, there's no need to change hotels.

If you need to be at FCO for an early flight or arrived late and want to pick up a rental car in the morning, stay at the FCO Hilton. You can walk to tne rental car agencies. Hotel is modern, clean, quiet and has a few dining venues. We have stayed there several times. Otherwise, stay in the center Rome.

We really liked the Hotel Tiber. It's about 5 minutes from the airport. They have shuttles (I think there was a minimal charge). Not a typical airport hotel, but rather a nice hotel along the Tiber River, with boats out front. Several good restaurants within a very short, scenic walk along the river. They had a great buffet breakfast on the top floor, with gorgeous views, starting very early in the morning ... I think we were up there before 6 am. Very helpful front desk staff; I had trouble printing my boarding passes and they were extremely helpful. Highly recommended.

Edit: Breakfast was included in the room rate.

I second Harold's recommendation to stay at Rome Airport Hilton upon arrival or departure. There is another major advantage of staying there. You can take a relatively short cab ride to (and back to the Hilton) the Ancient Roman Port of Ostia Antica, up the Tiber River from Rome. Most tourists/tours don't include Ostia Antica because it is sort of "off the grid" tourist-wise, not being in Rome itself.
Touring Ostia Antica is akin to touring Pompeii. The former being the Roman port was where grain from Egypt, and luxury good throughout the Empire arrived. There are the ruins of warehouses, shops, "pubs, an outdoor theater and various art work, inscriptions, etc. These ruins are not in great shape to be sure but, it is like little city. Do this when your plane arrives (go to the Hilton) and store your bags until check in (2:00 PM). By the time you come back you can take your jet lag nap. Then the next day board train, , bus, and off you go. BTW when you leave Ostia Antica, just ask the person at the ticket booth to call you a cab. I think there is a Metro Bus stop some distance from Ostia Antica which at the time didn't make sense. A cab is the way to go/return.

If you do not have an early flight, stay in Rome and take the express train to FCO. Plan to arrive about 3 hours early if you're returning on a US carrier (from Terminal 5). I had an 11am flight back and got there about 8:10am using the express train.
