My wife and I stayed at a hotel very near the Hotel Europa on via Cavour, Florence. I noticed there was some sidewalk barriers outside the entrance to the hotel but could not determine whether the hotel was operational or not as I did not get close enough. But, it did not look like there was anyone there.

Hotel Europa does not have an entrance on the ground floor. You have to walk up the stairs or take a tiny elevator to the 1st floor. Maybe that is why it looks like it is not open.
We stayed in this hotel some years back, lovely people that run it and close to everything.
