We have two days in Milan and arrive on 12/26 - 12/28.
With adult kids (ages 19 & 21) looking for lodging that will not break the bank.
Any hotels that you could recommend without booking two rooms?

Milan is a big city, and thus is expensive. Think of going to NYC or Washington DC. In both cases, your hotel costs would be high.
We were in Milan Sept 2022. We stayed in Ibis Milano Centrale, which was $140/night/2 person. For 4, it would be double, since our room was small. Find a room with 2 double or queen beds would be difficult.
Have you looked at booking.com for apartments?
I did a quick check of Ibis Milano Centro, and there are no rooms for that Xmas-time stay. But other hotels are available. You will be spending $200+/night. You probably will not be able to go much below that, for that time of year, in a big city.
You can do a search on booking. Com to see what is available in your dates, and the price. Filter for location to get something central. The go to the website of the hotel you like and book directly there.
People can make lots of recommendations but they can all be booked.
Look at Antica Locanda Leonardo near “The Last Supper.” Nice area of Milan.
