Catania is on the Ionian Sea not the Mediterranean.

You might consider staying at the Grand Hotel Villa Itria, which has stunning scenery and excellent service
I do not think you an be on the sea and be in central Catania and I've never heard of any top hotel on the water in the city of Catania. You need only to look the map; the edge of the city on the sea is industrial and separated from the city by an autostrada.
What I consider the best hotel is the hotel where I stay when in Catania. The name is Palazzo Marletta. Top location for sightseeing, next to piazza del Duomo, 5 minute walk to fish market, etc. I've stayed a few times and have never had a complaint.
It's a small hotel that occupies two floors of a former palace. The historic rooms are glorious and very large.
There are also smaller, less expensive rooms on the floor above. Service is personal and warm. To give you an idea, I bought a wallet two years ago in a great leather shop on via Etnea, the main shopping Street. The lining tore slightly as I was using it at home in the US. I brought the wallet back to the store a few months ago when I returned to the city. They agreed to repair it no charge, but could not send it to me in the US. So guess what?
One of the wonderful staff members of the hotel kept checking with the shop and when the wallet had been repaired, he picked it up himself and mailed it to me in New York.
AS if that's not enough, their breakfast is incredible. You order the night before from a long list of items including many local pastries and other local dishes like arancini. And of course things like yogurt and eggs. You order as much as you want, and its all waiting for you at the time you specify in the little dining area.
