I’m trying to figure the best agency for renting a car from Dublin in September. Any advice?

I always use Auto Europe, which is a consolidator, working with several car rental companies. Be aware that if you are 70 or older, you may have difficulty renting with most European companies. Also, consider getting max insurance on your car to prevent possible problems if you get scratches or dents. And, inspect your car carefully when you pick it up , taking photos of any preexisting damage so you won’t be unfairly charged upon return.

Laura with Dan Dooley is a life-saver. She answered all my questions, made valid recommendations and made the reservation for me via chat. She immediately sent me a confirmation email and assured me that there would be no hidden costs when we pick up the car. We don't go for a couple of weeks yet, so I can't confirm that all will work out as promised, but I do feel confident that Laura gave me the best deal. I had looked at LOTS of car hire companies. They are all different. Some of them charge an additional fee if you are going into Northern Ireland. Dan Dooley does not. Good luck!
I can also rec Dan Dooley. We had the complication of an accident about the midway point of our two weeks, and since the car was still drivable and we had all possible insurance on it, we were able to just pay 100€ when dropping it off and fill out one extra form, only taking about 15 minutes in total. Both the reservation agent in NYC and the people at the Dublin Airport (as well as at the Belfast Airport, when we realized my Tomtom GPS wouldn’t work and we needed to pick up one of theirs) were all just terrific.
I can't testify to your request for the "best car rental agency" but we returned to our home in France a week ago from a two-week trip to Ireland and had a good experience with Alamo at the Dublin airport. We ended up with a larger car than we wanted (a Skoda Superb that had the largest trunk I've seen since the 1960s) but there were no problems with the vehicle, other than it being a bit under-powered for its size.
The fellow on the return and check-in didn't seem to care about the minor paint scrapes on the left fender from passing too close to a stone wall -- not a rare event for drivers from the vast majority of the planet who are accustomed to driving on the right side. We left the car with no additional charges. I can't complain, as I had convinced myself they were going to charge me for surface preparation and a new paint job on the fender. I'll take no additional charges as opposed to the alternative.
Dan Dooley hands down. Once we discovered Dan Dooley we have never booked or even looked elsewhere. They are the best.
I've used Budget and Europcar almost exclusively. I've had crazy prices on insurance quoted through Dan Dooley so never used them.
I no longer get insurance. I rent alot so since my liability is only $1,500 I just take the risk. I've had once accident (when the car was parked) and that person had insurance so I wan't dinged. I just rent so much that I'd have paid way more than the $1,500 over the years, so it doesn't make financial sense to get it....
As an american it will take me over 2 years to get a drivers license here! Crazy!

I definitely recommend Dan Dooley. The agents, via email, were very helpful leading up to our recent trip. I recommend the extra insurance options as you will hit a few "hedges ".

Conn’s rates include full insurance coverage except for tires and wheels which you can get at the counter.
