Is a visa, or anything in addition to a passport, required in Ireland this April 2024?

No, you may have heard of EITAS, but that is a Schengen program to collect information from you before you arrive, that has been delayed, and does not apply to Non-Schengen Ireland. The UK has whispered about a similar pre-arrival questionnaire, if they implement that, then Ireland might follow suit, but all that will not happen in 2024.
