You only get VAT refunds for goods purchased and taken home unused. Anything consumed or used while overseas is not refundable. Sounds like you are talking about the VAT on tour services.
As pp said, you will only get a refund for goods that you are bringing back home. You will need to do separate ones for Scotland and Ireland.
If you google VAT refund Ireland, you will find that there are a few different ways of proceeding.
There is no such thing as "Scotland VAT", Scotland is part of the UK, it is UK VAT.
You can only claim back VAT for goods which are exported unused from the EU. You cannot claim back VAT on tours, because they are not exported, they are "consumed" within the EU.
If the VAT from Edinburgh is for unused goods, you can claim back the VAT. You need to fill in the forms and have them stamped by customs (and possibly show the goods) when you leave the EU (not when you leave the UK). You then send the forms back to the shop to re-claim the VAT.
