Using "maps steps" when navigating towns

What kind of an APP do I use to navigate in cities, using "steps." I am not good on directions in towns I don't know. I use Google maps here in states, what can I use that won't cost much money for international travel? Won't be driving am on an RS Ireland tour so want to use "steps" on a map.

I'm not sure I understand what you mean by "maps steps". What I use for walking directions in Europe (and the US) is City Mapper, https://citymapper.com/cities. I don't really understand how it works (neo-Luddite, here). All I know is that when I have wifi, I put in my location and my destination and then off I go, following the blue dots pacman-like. I have my phone in airplane mode so it's not using international data. It's somehow pinging off of other wifi antennas.

If you have data on your phone, you can still use Google Maps, if that's what you are used to using.

I am an orienteering. It is a sport. In general people do not know much about maps. Many people can not find north as a direction and even if holding a map. So there you have it for a starting point. But, it is a skill that can be learned. If you can use google maps in the US, you can use it anywhere. Practice at it. If you have data in your travels, you can use it.
I do not understand your last sentence. But anytime you turn on google maps you will find yourself at the blue dot.
As an alternative, I use maps.me. A free app and you can download 10 maps and use it offline. It also is something you will need to work and practice to master. This is part of travel. Knowing where you are and where you are in relation to other things.
I am sure there are world travelers who know that they are visiting countries and then cannot find that country on a map. If you can follow airport signs and are on a tour, you are free to absolve yourself of any positioning in regards to your travels. Unless you want to know.

I would use google maps. You can download the map to your phone.

Hour ago, I used Organic Maps to find the "Shake Shack" at the Charlotte airport. (I saved a waypoint on a previous trip.) It lets me download all the maps for a country, or a state, or an area, so no cell data needed. It has routing, but I've never used it.

Thanks all. I did not know when in airplane mode u have a connection. Good to know. Didn't know Google Maps worked International. Will look at City Maps.

Small correction, in Airplane mode, you do not have an internet connection unless you re-enable wifi and connect to a wifi hotspot.

As travelguy said, when you are in airplane mode you do not have a cellular connection. So when I use Citymapper in airplane mode it is good for only the point A to point B I have put in. If I later want to go to point C, I will need a WiFi connection to get those directions.
