Uber in Dublin works - but it's Uber Taxi. So using your regular Uber account you can order and pay for taxi rides.
However, there are more cabs available on Hailo than on Uber in Dublin.

The only Uber options they show in Dublin are UberBlack, which is more expensive. I couldn't get any UberTaxi choices to come up.
