We’re flying into and staying in Dublin for a week. We’re not going to rent a car. Are there tours we can take out of Dublin via train or guided van?

Can also check out the "Things to do" menu for Dublin on Trip Advisor, where you'll find an extensive list of attractions, day trips and day trip providers.
Might also take a look at the Irish Rail website for possible destinations and ideas. Belfast, for example, is only about 2 hours away by train, Kilkenny about an hour and a half. You could then check out half day tours once you're there according to your particular interests.

We took a private guided day tour of the Boyne Valley from Dublin this past March and saw many interesting, ancient sites including Trim Castle, Beactive Abbey, Monasterboice (magnificent Celtic crosses), Hill of Tara and Newgrange. We enjoyed the day very much and followed it up with a visit to the archeology museum (free) in Dublin to see the broaches and gold found there.
If you don't do a private tour, as suggested above by sboh, for a public group tour, I highly recommend the Mary Gibbons day tour of New Grange including Tara and Boyne Valley. It is recommended in the RS book, I believe, and elsewhere on this forum.
