Tipping drivers in Ireland and Scotland and Money exchange

I will be leaving for Ireland and Scotland in about a month. I have a couple of questions to ask and hope to get a few responses to help me plan.

1) How much money do I need to exchange before I leave for Ireland and Scotland or should I wait until I get to Ireland and Scotland and get money out of the ATM?
2) Question about tipping. Do you need to tip your limo driver that you have hired for 6 days? Do you tip when you go to pubs and restaurants?

Thank you for any and all help on this topic. If anyone feels up to it any suggestions on Pubs and sightseeing would be grately appreciated as well. We will be staying in Shannon, Ireland and St. Andrews, Scotland.

Cannot speak to Scotland but for our 14 day Ireland trip last year. We brought 500 euros cash with us from home and the used credits cards and cash machines as we needed

We tipped as we would have at home and it was always appreciated. So about 18% of our bill/tour cost etc.

no tipping in pubs

if you want to give money to people you've never met before that's up to you, but unlike the US it's neither compulsory nor expected

Interesting.. we always tipped in pubs... it seemed to be very appreciated ... Maybe they thought we were extra friendly Canadians :)
