Tough question. I just spent two nights in each as part of a longer trip. I think I'd say Kenmare.

Kenmare. Good restaurants, and some nice walks in the area. Convenient for exploring the ring of Kerry, the Cork coast, and Killarny National Park.

We did not do Kilkenny, but we really liked Kenmare - excellent restaurants, etc. Run over to Bantry House, etc.

I have stayed at both in September 2013, Kilkenny attraction is the town area and you can walk a lot of places as well as drive to rock of cashel, while Kenmare offers the drive of the ring of Kerry and the ring of bera, both are spectacular.
therefore, if scenery is what you want then Kenmare if viewing building and history is your desire then Kilkenny

Hate to say it, I cant pick between the two. Both are amazing and both were our favorite spots on our trip.
