My friend and I will be attending a wedding in Waterford, Ireland on March 17, 2018.
Our big idea is to arrive by air in Cork via Gatwick on March 16. The wedding is on the 17th
Rest an tour locally on the 18th and start the grand tour on the 19th, Our idea is the 10th day of the tour puts us in London on March 28. Fly home on the 29th or 30th.
Is this doable or absolutely just too much to do in 9 or 10 days?

PS: We thought that start later in the month at the Wedding and then tour in later March. That would improve our chances of perhaps a break in the weather as opposed to touring earlier and ending at the wedding.
RS has tours that spend 14 days in Scotland and 8 or 14 days in Ireland.
You may want to look at those itineraries and see what is of interest for you and put together a "tour" to fit the time you have.

16..arrive in Cork (3) via Gatwick
17..wedding
18..rest
19..fly to Edinburgh (3)
22..train to York (2)
24..train to London (5)
27..day trip to Bath perhaps
29..fly home
I agree with previous poster you are trying to cram too much into too few days. Is there some reason why you have to be in London before the wedding? If not, it would seem more logical to fly from the US to either Dublin or Shannon.
3/16 arrive Dublin or Shannon, train or bus to Waterford
3/17 wedding
3/18 rest & recover from festivities
3/19 - 3/22 see highlights of Ireland according to your interests
3/23 fly Dublin-Glasgow or Dublin-Edinburgh
3/24 - 3/27 see a bit of Scotland and make your way southward, either Lake District / Cotswolds (from Glasgow) or Durham / York (from Edinburgh)
3/28 - 3/29 London, then fly home
The above would only give you a fleeting glimpse, but you would be able to say you'd visited all three countries.
