Do you need an IDP in Ireland?

Since they speak English there (more or less) the answer is no.

I've driven in most of the countries in Europe to include Ireland. Assuming you have a valid US DL an IDP will not be needed there. I would check with your rental car company to see if they have a requirement. If they say yes, then they are wrong. I'd get another agent to rent from.
