If we were to go out to dinner or bar hop/find food starting around 8:30pm (20:30) on a Tuesday evening in Galway...would we be able to find some good spots or do most places close up early?

The pubs "close" according to the law (and not just in Galway), not before. I don't remember the mid-week hours. I was in a pub in Galway on Saturday night. The law (4 years ago) was 11 pm. What that means is not that they actually close, but that live music ends and they can't sell any more. However, about 5 minutes before 11 pm, they announced "last call." You could buy another half dozen pints and sit and drink and chat as long as you like. I left at midnight (long conversation with two fascinating Dubliners) and the place was still full.
