Here in Florida I always wear a hat. I have seen photos of men in Ireland in caps. Do women wear protective hats or not because of the rain?
I think you are asking whether women wear hats in Ireland. The short answer is don’t worry about it. Whether you are wearing a hat to protect yourself from the rain or sun, no one cares unless it’s obstructing someone or otherwise meant to draw attention. If it’s about function, no one will pay attention.
Ireland is northern Europe. No UV protection needed.

Hats are for bad hair days, braid it up and add a hat, and you will look awesome
Hats are for rainy AND sunny days, protect your face and hair with a nice hat
Hats upgrade your look, you can be wearing a pair of jeans and a casual tshirt and by adding a nice hat and cute shoes, your look is 10 times better

Of course you still need UV protection in Northern Europe! Why would anyone think anything different?
If you want to protect yourself from UV rays (2 episodes of skin cancer so far for me tell me that I should have been doing this long ago) wear your hat.

So many people "think" cloudy, non-intense sun does not do damage....quite the contrary. That is when people let their guard down, and should not. Take sunglasses, too.

I have worn a hat (and sunglasses) whenever I go outside since I turned 30 (in the prior millennium.) In France this April I seemed to be the only hatted person, but at least I didn't have to squint. I did, however, reserve the baseball cap for wearing to keep my raincoat hood our of my eyes.
You'll also find a higher proportion of people in Ireland with fair skin and red hair than other parts of Europe, putting them at higher risk of sunburn so covering up is quite normal (and advisable!)
