Going around (E01) is probably fastest, but it depends on where in Wicklow you are headed. Try Google maps or Via Michelin and see what they suggest.

I usually double the time it takes, especially if you are on the one lane roads.

What day of the week? Weekday will mean the traffic is crazy whichever way you slice it, but taking the M1 - M50 from the airport will bring you down onto the M11 around Bray and then onward from there to Rathdrum.
