You should be able to buy that pass at tourist information offices or even at the airport. It is something that we find fairly often isn't the best value for travelers since much of Dublin is easily walk-able. I even know Rick and his researchers decided to remove the pass as a recommendation for the 2016 Ireland guidebook. You could try contacting the Irish Tourist Office to get a more specific answer.
