Hello, my husband, 7 month old and I will be flying in/out of Dublin and would like to visit Galway as well. We planned to rent a car due to baby, but is this necessary? Also debating whether to bring stroller or not. Our stroller is a larger BOB jogging stroller. Thank you for any feedback and considerations.

Does your baby have a passport? All US citizens, regardless of age, must have one to travel internationally.
Unless you intend to drive around the rural countryside a car isn't necessary. In the cities one would be an expensive hassle.
Might be better to keep things simple and forego the car this trip - relying on the bus or train to get to/from Galway, and to book short day trips from there (or Dublin) according to your particular interests and dependent on how well the infant can handle something like that.
We first travelled internationally with our daughter when she was 22 month old, not an infant. It was to London. We brought a light stroller and a car seat. We used the car seat on the plane. We took the tubes everywhere. It was a little difficult sometimes going up and down the stairs with a stroller when we couldn't find an elevator (lift), but we made it :) The stroller helped when we walked around the city, not having to carry her all the time. She loved spending time at the parks & the gardens of some palaces.
I think Dublin's public transportation will be easier since there is no subway/tube.

Driving from Dublin to Cliffs of Moher is going to be a MINIMUM of 3.5 hours PLUS any stops you need to make on the way. How does baby cope with driving long distances/times in the car? It is going to be a long day. Also the Cliffs of Moher isn't really baby friendly.
