Hello,
I'll be staying in the Rathmines neighborhood during my visit to Dublin and I'm trying to figure out the best way to get there. I won't have a car, so relying on public transportation. From what I've found so far, there is no direct bus from Dublin to Rathmines, so just trying to figure out which bus to take that will get me close. Should I take a bus to central Dublin and then the Luas?

There seem to be several buses running Dublin-Rathmines and so several ways to make the trip from the airport with just one change of bus. Try http://www.transportforireland.ie/.
There are plenty of bus options into the city centre: Bus to city centre
Then take a 15, 15a or 15b from there to Rathmines: Timetable
In fact if you get a bus in to Busáras or Connelly Station you could easily pick up the 15 out to Rathmines. Note that the Luas does not go to Rathmines.
I live out there for 4 years when I was in college in the 80s - some very happy memories.
