Days to spend

How many nights stay should I allow in the Dingle area (if possible please suggest a good home base for the Dingle area), and then how many nights stay to see Ormond Castle which is in Carrick on Suir near Waterford, before returning to Dublin via public transportation for my return flight to the USA?

That's almost impossible to answer. A lot depends on what you want to do/see in the Dingle area and if you have access to a car - what are your expectations. Some people 'do' it in a day, others could easily spend a week there...

Ormond Castle website suggest an hour for a visit. Are you dependent on public transport to get there? If so, you may need to allow a day to get there from Dingle, spend the night there visiting the castle in the morning and then travel on to Dublin next day.

In 2010, I spent a whole week on the Dingle Peninsula to hike the Dingle Way trail: https://www.dingleway.com/. In 2002, I was there for only one day and two nights.

Dingle Town is the most populous "city" and the most popular base. Other popular towns include Annascaul and Dunquin, which is on the edge of the peninsula. If you want to get off the beaten trek, the northern coast barely gets any visitors and has the most authentic feel. I stayed in Cloghane at the base of Mount Brandon once. Cloghane was one of the most memorable places I have ever stayed in over five visits to Ireland.
