Any recommendations/suggestions on a car and driver for just me to go from Dublin to County Meath and Westmeath for one day? I want to see the castle named after my family and visit cemeteries, and the oldest bar in Ireland would be cool, too.

That sounds like Athlone. I suggest taking the train there and staying the night. There is a lot to see and do there. Double check that there's no bus service to the places you want to see, and then hire a local taxi. You can arrange this ahead and have the driver pick you up from the train station if you're just going for the day. With Athlone at the far southwest of Westmeath, I'd consider making a second day trip to Meath and similarly taking a train or bus to Drogheda (probably the only town large enough to have a taxi service in Meath) if that puts you closer to your sites in Meath.
