When we were in Belfast recently, we had not pre-booked any tours because it was our first day. You never know what types of delays or flight cancellations you may encounter... We stopped in the visitor center across from City Hall, where they called a few taxi companies for us. It was before 10:00 on a Sunday morning, so some did not answer, and others were already booked full for the day. She asked us if we'd consider Value Cabs, which is a regular taxi company that offers history tours (but not in the classic Black Taxis). It was 26 pounds for an hour tour. I'm so glad we went with this option. Billy, our driver, took us by all the major stops, with personal background stories at many of them. It was so interesting to hear about Belfast from somebody who grew up with these experiences. And double thanks to both the staff at Visit Belfast and Value Cabs for helping me get my camera back (it fell out of my pocket as I was leaving the taxi...)
